Swartklip is a strategic site in the metro, connecting Khayelitsha, Mitchells Plain and Blue Downs (with the proposed new rail link). The planning process and development of the site have the potential to connect communities and develop new land uses and value in the metro south area. If this site is strategically unlocked, it has direct benefit to neighbouring communities and catalytic benefit to the metro-region.


  • We are proposing an inter-governmental project team to be established to strategically guide public sector inputs into ACSAs planning process, and ensure that the necessary enablement by the public sector is planned and budgeted for.
  • Offering support in terms of facilitation and convening services to the ACSA service provider to help resolve competing ideals and agendas by facilitating stakeholder engagement in design-oriented site planning, and activating interested stakeholders.
  • Coordinating the resolution of divergent ideas regarding transport access to and across the site, long-term land value capture and immediate infrastructure investments, as well as conflicting ideas regarding the management and utilisation of critical biodiversity areas.
